Our mission
Move outcomes, not paperwork.
We exist to make government work for the organizations we serve. That means expert representation, strategic lobbying, and public-affairs counsel — but it also means measurable results: funding secured, policy moved, contracts awarded.
Every engagement starts with a clear definition of success. We then build the access, message, and timeline to get there. Long-term impact is the only metric that matters.
How we work
Four principles, applied to every engagement.
Bipartisan, by design
We work both sides of the aisle. Outcomes outlast administrations because relationships outlast cycles.
Access without theatre
Real meetings with the people who write, vote, and sign. Less posturing, more presence in the rooms that matter.
Measurable wins
Funding secured. Bills passed. Contracts awarded. We measure ourselves by results that hit your books.
Family values, firm rigour
Named after our three children — Ernie, Mitch, and Cristiana. Personal accountability, professional execution.
Our story
Founded by public servants, run as a family.
Founders Janice M. Gonzalez and Ernie Gonzalez, Jr. began EMC out of a shared belief that organizations doing important work deserve the same access historically reserved for the largest lobbying shops. Janice spent her early career as a senior aide to U.S. Senator Christopher J. Dodd; Ernie served as Special Projects and Grants Director to U.S. Congressman Solomon P. Ortiz and as a U.S. Marine.
Over three decades, that founding belief turned into a portfolio of legislative wins, infrastructure grants, and economic development outcomes for cities, counties, EDCs, private-sector clients, and nonprofits across Texas and the country.
“Named after our three children — Ernie, Mitch, and Cristiana. We treat every client like family because we built this firm as one.”
